It is actually just some sort of a folding chair on wheels so to speak. In fact, the wheel chairs we see being used by hospital patients and other people with physical disabilities are mostly the folding types. These chairs have been a great aid to the disabled because they can be taken wherever they want to go. When folded, these chairs become easy to put inside the trunk.
